Ibrahim Badamasi Babangida University (IBBUL) is located in Lapai, Niger State, central Nigeria. It held its first convocation in 2014. The university is named after former Nigerian Head of State General Ibrahim Babangida and commenced academic activities in the 2005/2006 session.

In 2020, IBBUL received a grant of $450,000 from the International Development Research Centre (IDRC) Canada. The Tata Institute of Social Sciences (TISS in Mumbai, India serves as the lead partner, alongside IBBUL, the Samtse College of Education at the Royal University of Bhutan, the Open University of Tanzania, and the UNESCO office in Bangladesh.
